Tendering will be conducted under the national open competitive method using a standardized tender document. Tendering is open to all eligible, qualified, and interested Tenderers.  BACKGROUND

The African Peer Review Mechanism (APRM) is a self-monitoring mechanism established in 2003 by Heads of State and Government, to which member states of the African Union voluntarily accede. Its purpose and mandate are spelled out in the Declaration on Democracy, Political, Economic and Corporate Governance adopted by the African Heads of State and Government at the inaugural Session of the Assembly of the African Union in Durban, South Africa, in 2002.

APRM Continetal Secretariat intends to procure the services of experienced Consultants to undertake the Country Review in the thematic areas of Democracy and Political Governance (DPG), Economic Governance and Management (EGM), Socio-Economic Development (SED), and Corporate Governance(CG).

OBJECTIVES

The Objectives of the Country Review Mission (CRM) is to visit the relevant APRM member state and carry out the widest possible range of consultations with the Government officials, political parties, parliamentarians, academia, trade unions, faith-based organizations, business, professional bodies, and others on Democracy and Political Governance (DPG), Economic Governance and Management (EGM), Socio-Economic Development (SED), and Corporate Governance(CG). issues.

SCOPE OF THE ASSIGNMENT

The Consultancy service shall commence upon signing the contract and the duration for each assignment is estimated at two to three weeks. It is anticipated that there shall be about six-four (4) country reviews to be undertaken during the year 2022.

The three day workshop which  ended on 9th November was organized by the African Union Development Agency (AUDA-NEPAD) in collaboration with African Union Commission (AUC) and the United Nations aims at providing support to the AU Member States and Regional Economic Communities (RECs) in preparing country-level reports on the progress of implementation of the Agenda.

This is in line with the AU’s results-based approach to development where high importance is attached to reporting on the implementation of Agenda 2063 as a prerequisite for realizing Africa’s targets and goals. Through the progress reports, member states will be able to learn from each other thus fostering self-accountability around common sets of targets and results.

Background

The January 2013 African Union (AU) Summit adopted Agenda 2063  christened “The Africa We Want”, as the blueprint for the socio-economic and political transformation of the continent. To operationalize Africa’s development blueprint, the First-Ten-Year Implementation Plan – spanning 2014 to 2023, was developed and subsequently adopted at the June 2015 Summit of the Union.

The AU Member States have been implementing Agenda 2063 since its advent, albeit with varying levels of results and experiences. However, peer learning, knowledge exchange, and support among the Member States have been limited and organized only on an ad-hoc basis.

AUDA-NEPAD is mandated, amongst others, to coordinate and implement continental and regional priority interventions, strengthen implementation capacities and provide knowledge-based advisory services to the AU Member States and Regional Economic Communities (RECs).

Reporting

The process of reporting the progress on Agenda 2063 will be done in two steps. First, two full days will be dedicated prior to the Heads of State and Government Orientation Committee (HSGOC) where the meeting will be framed as an open forum for countries to present their reports and learn from one another. Lastly, a consolidated report will be presented to the HSGOC and to the AU Assembly.

The African Peer Review Mechanism (APRM) has received financing from the African Development Bank toward the cost of the African Peer Review Mechanism Institutional Support Project and intends to apply part of the agreed amount for this grant as payments towards the procurement of experienced Consultants to undertake the Country Review.

Objective

The Objectives of the Country Review Mission (CRM) is to visit Egypt and carry out the widest possible range of consultations with the Government officials, officials, political parties, parliamentarians, academia, trade unions, faith-based organizations, business, professional bodies, and others on Economic Governance and Management issues.

The APRM now invites eligible consultants to be shortlisted and registered to provide consultancy services under the Economic Governance and Management thematic area, in Egypt.
