The primary objectives of the workshop is to create awareness and understanding of Agenda 2063 among county officials, to enhance implementation and reporting on the Agenda 2063.
Dr. Rose Kitur, Director of NEPAD Programmes in the Secretariat opened the workshop by underscoring the importance of collective action and collaboration in achieving Agenda 2063. She highlighted that aligning national priorities with continental aspirations is vital for progress towards the envisioned Africa by 2063. The workshop included with interactive sessions where participants engage in discussions and strategic planning exercises aimed at integrating Agenda 2063 into county development plans.
Agenda 2063 serves as a blueprint for transforming Africa into a global powerhouse through inclusive and sustainable development. It seeks to prioritize inclusive social and economic development while promoting peace and security across the continent. The initiative reflects a collective commitment by African leaders to shift focus from historical struggles for independence towards proactive strategies for growth and prosperity.
As Kenya engages with this continental agenda, the Secretariat aims to cultivate a network of informed county officials who can effectively contribute to national and regional development goals. This workshop is part of broader efforts to ensure that no county is left behind in Africa’s transformation journey.
In conclusion, the ongoing capacity-building workshop represents a crucial step towards realizing the aspirations of Agenda 2063 in Kenya. By empowering local officials with knowledge and skills, the initiative aims to foster a more integrated, prosperous, and peaceful Africa by 2063.

The Director APRM & Governance Mr. Peter Kimemia outlined that the CPRM process starts with training of the County Research Team who prepare self-assessment reports and conduct key informant Interviews and ward level focus group discussions on the devolved functions. There after a panel of eminent persons reviews and validates the findings contained in the compiled reports. The validated report is then presented at the National CPRM Summit where the participating Governors peer review each other.

Consequently, the courtesy visit today saw deliberations between officials from NEPAD/APRM Kenya Secretariat and the County Government of Turkana on the forthcoming peer review process and the vital role it will play in enhancing governance and development within Turkana County. The Peer Review Mechanism is designed to evaluate and improve the performance of county governments, promoting transparency, accountability, and good governance across Kenya.
During the visit, Mr. Nyang’a expressed the counties commitment to the review process, highlighting it as a valuable opportunity for Turkana to benchmark its progress, identify areas for improvement, and foster a culture of continuous development. Additionally, he acknowledged the collaborative effort between Turkana County and the NEPAD/APRM Kenya Secretariat, emphasizing the importance of their partnership in achieving the county’s development goals.
The County Government of Turkana, under Governor Lomorukai’s leadership, is setting an example for other counties, embracing transparency and accountability as cornerstones of effective governance. The outcomes of the peer review are anticipated to bring about advancements in Turkana’s governance practices and overall development trajectory.

]]>This year marks the 20-year anniversary of the African Peer Review Mechanism (APRM), an initiative that was established in 2003 by the African Union (AU) with aim to promote good governance and socio-economic development on the African continent.
Over the past two decades, the APRM has played an important role in enhancing the effectiveness of governance systems across the continent and has provided leadership among the APRM member states in promoting good governance. Through its peer-review mechanism, APRM encourages African countries to assess their own governance systems and identify areas for improvement. The processes involves a comprehensive review of the Country’s political, socio-economic and Corporate Governance, as well as an evaluation of its progress towards achieving Sustainable Development Goals. Additionally, APRM is based on the principle of mutual accountability, whereby participating countries commit to peer-review one another’s governance practices in a spirit of constructive dialogue and mutual learning.
Kenya has been regarded as a beacon of democracy in the Eastern African Region. Some of the recommendations of the 1st Country Review Report (CRR) were considered in Kenya’s constitution 2010. These constitution puts the sovereignty of the people at its core while promoting good governance in leadership and institutions. In addition, the NEPAD/APRM Kenya Secretariat has continued to champion for the desires of the constitution and promoting good governance by being the first Country to undertake the 2nd Generation Country Review, Targeted Review on Government Agenda and pioneering the development of National Governance Report among APRM Member States.

Consequently, the aforementioned programmes undertaken by NEPAD/APRM Kenya Secretariat cover a wide range of governance issues, including political stability, human rights, economic management, infrastructure development and social services delivery. The recommendations and findings from the reviews will further help inform policy reforms in many African countries.
In conclusion, APRM has made significant contributions to promoting good governance and socio-economic development in Africa over the past 20 years. As it enters its third decade, APRM has an opportunity to build on its achievements and continue to play a key role in enhancing governance and promoting regional integration and cooperation across the continent.

Mr. Muhati was accompanied by the Economic Planning Secretary Ms. Katherine Muoki and received by the Chief Executive Officer NEPAD/APRM Kenya Secretariat Amb. Dr Samori Okwiya and the Director Corporate Services, Mr. Maxwell Zange.
Subsequently, Mr. Muhati was taken through the Secretariat’s organisation structure and the NEPAD and APRM technical programmes that the Secretariat is involved in. Key among them being the LAPSSET Corridor programme, Skills Initiative in Africa, Comprehensive Africa Agriculture Development Programme, the County Peer Review Mechanism (CPRM), Targeted Review Mechanism and the National Governance Report.
In his remarks, the PS commended the Secretariat for the progress made towards fulfilling its mandates of enhancing good governance and democracy and promoting sustainable development.
“Indeed, the government is aware that the NEPAD/APRM Kenya is a mirror of the Country at the African Union (AU) and the Continent. Therefore, your functions are paramount both at the National and Continental level and need to be anchored on a strong legal framework. This means that the current legal status of the Secretariat needs to be strengthened to allow smooth and un-interrupted operations.
Consequently, the PS commended the secretariat for coordinating and hosting of the 7th Programme for Infrastructure Development in Africa (PIDA) week in Kenya which among others managed to raise the visibility of the LAPSSET programme and attract the necessary visibility from the private sector to invest in the programme.
In conclusion the PS encouraged the secretariat to continue with the same dedication and promised to work closely with the CEO to ensure that the legal framework of the secretariat is reconsidered.

The NEPAD/APRM Kenya Secretariat and LCDA have a long standing cooperation to see the operationalisation of a regional LAPSSET body.

The CEO, Amb. Dr Samori Okwiya expressed the Secretariat’s commitment to the coordination of LAPSSET Projects and assured that partnership between the Secretariat and LCDA will build capacity of LAPSSET Corridor towns to manage the urban growth resulting from LAPSSET Corridor investments.

Later in the day, CAS Wafukho held a consultative meeting with the NEPAD/APRM Kenya Secretariat Chief Executive Officer, Amb. Dr Samori Okwiya at his Treasury office. The meeting focused on progress made in the implementation of the County Peer Review Mechanism (CPRM) for Kenya which had been launched by CAS Wafukho earlier on behalf Cabinet Secretary Amb. Ukur Yatani. This is a voluntary governance self-assessment tool by Kenyan counties to share experience, reinforce best practice, identify deficiencies and assess capacity building needs to foster policies, standards and practices that lead to political stability, high economic growth and sustainable development.
Key partners in the CPRM process include , among others, the Presidency; Council of Governors(COG); Kenya National Bureau of Statistics(KNBS); Office of the Attorney General and Justice Department; Ethics and Anti-Corruption Commission(EACC); Kenya Institute of Public Policy Research and Analysis(KIPPRA); Controller of Budget(COB); Commission of Revenue Allocation(CRA); Presidential Delivery Unit(PDU); State Department of Planning(SDP); Ministry of Devolution and ASAL; Institute of Certified Secretaries(ICS); Inter-Governmental Relations Technical Committee(IGRTC); and, Vision 2030 Delivery Secretariat.
