Kenya Gears up for Targeted Review https://nepadaprmkenya.go.ke/kenya-gears-up-for-targeted-review/ https://nepadaprmkenya.go.ke/kenya-gears-up-for-targeted-review/#respond Tue, 15 Jun 2021 10:09:04 +0000 https://www.nepadaprmkenya.go.ke/?p=2818 The country is in the preliminary stages of having it reviewed on the Big 4 Agenda by the Africa Peer Review Mechanism (APRM).

A team drawn from the continental APRM Secretariat in Midrand, South Africa is in the country for a sensitization meeting with NEPAD/APRM Kenya Secretariat on the targeted review.

The APRM Conducts five types of reviews namely:

       Base Review: Carried out immediately, once a country becomes a member of the APRM

       Periodic Review: Every four years

       Requested Review: Requested by the member country itself outside the framework of mandated reviews

       A Review commissioned by the APR Forum: When there are early signs of pending political and economic crisis

       Targeted Reviews– A new approach to deepen reviews and enhance the relevance

Kenya’s case

This review is a thematic review; it doesn’t involve a review of the four APRM themes which are Democracy and Political Governance, Economic Governance and Management, Corporate Governance, and Socioeconomic Development.

Dr. Hope Kivengere, APRM Panel Member in charge for Kenya addresses the press at a Mombasa hotel on Kenya’s targetted review. She is joined by APRM Continental Secretariat’s CEO Prof. Eddy Maloka (far left) and NAKS CEO Amb. Dr. Samori Okwiya (second from right) and NAKS Director of APRM & Governance Mr. Peter Kimemia.

Kenya will be reviewed on the Big 4 Agenda (affordable housing, manufacturing, universal health care, and food security).

The implementation of the Big 4 Agenda aims at directing investments to the projects and policies that will accelerate economic growth and transform lives by creating jobs, enabling Kenyans to meet their basic needs, improve health standards, improve living conditions, lower cost of living, and reduce poverty and inequality under the agriculture, manufacturing, health and housing sectors.

H.E. President Uhuru Kenyatta, during the launch of Kenya’s 2nd Country Review Report (CRR) at State House, Nairobi in March 2019, expressed his desire to undertake a targeted review on the Big 4 Agenda and cross-cutting issues identified in the CRR report. This process will culminate into the President being peer-reviewed in February 2022 during the AU Summit before his term in office ends.

Namibia, Djibouti, Zambia, and Sierra Leone have had their countries undergo a targeted review. Other states expected to have the targeted review are Uganda, Ghana, and Senegal.

This was evident during the monitoring and evaluation exercise done by NEPAD/APRM Kenya secretariat at the Moyale One-Stop Border Office on 2nd June 2021.

The Secretariat’s team led by the CEO Amb. Dr. Samori Okwiya held a meeting with the Moyale Border Management Committee and the LAPSSET Isiolo- Marsabit Regional Coordinator Mr. Abdub Nagele at Moyale OSBP where the opportunities and challenges affecting the operationalization of the border post were noted.

Among the challenges posed are porous borders along the 800 kilometer stretch of the Kenya-Ethiopia border, lack of a harmonized bilateral agreement to operate between the border points, and unavailability of the Kenya Bureau of Standards laboratory.

However, according to the OSBP Managing Director, Mr. Joel Ndenge, since the launch of Moyale OSBP, there has been improved cross-border security, a reduction in revenue leakages as well as better resource utilization through improved cross-border cooperation.

Amb. Dr. Okwiya on the other hand affirmed the Secretariat’s commitment to coordinate the Africa Continental Free Trade Agreement in the region which LAPSSET Corridor programme is an enabler.

Global Human Development Report, 2020 has been launched in Nairobi.

Themed Human Development and the Anthropocene, Expanding Human Freedoms in Balance with The Planet, the report highlights how human development destroys the environment. For instance, it gives a case of negative human development in the environment which has led to the emergence of deadly viruses such as Ebola and Covid-19 which have been a result of an animal to human viral transfer. At the same time, the report gives recommendations on how planetary balance can be maintained whilst maintaining sustainable development on the planet.

Recommendations

The report offers building block mechanisms that will ensure that sustainable development and preservation of the ecosystem is achieved in the face of human development on the planet.

The building blocks are:

  1. Nature-based solutions that aim at creating awareness that there is no distinction between humans and nature but rather the two are intertwined. This, therefore, makes humans practice sustainable use of natural resources
  2. Incentives development by countries as monitoring and evaluating the length at which respective countries consumes fossil fuels
  3. Adoption of new norms in the consumption of natural resources whilst ensuring low carbon emission

Secretariat Kicks-off Survey on National Governance Report https://nepadaprmkenya.go.ke/secretariat-kicks-off-survey-on-national-governance-report/ https://nepadaprmkenya.go.ke/secretariat-kicks-off-survey-on-national-governance-report/#respond Wed, 13 Jan 2021 05:30:46 +0000 https://www.nepadkenya.org/?p=2662 NEPAD/APRM Kenya Secretariat has kickstarted a baseline survey for reporting on Kenya’s governance and a report scheduled to be drafted at the end of the exercise in what will be coined as National Governance Report of Kenya (NGR (K), 2021).

The NGR is an effective and user-friendly tool with which individual African countries regularly assess themselves and report on their respective states of national level governance. The consolidation of various country NGRs in African countries would be aggregated to form the Africa Governance Report (AGR).

Focus Group Discussions taking place in Machakos County

The activity will cover all the 47 counties in the country where focus group discussions and key informant interviews will form the primary source of data required. The data collected will be compared with various monitoring and evaluation reports published by the national and county government and the findings will constitute Kenya’s National Governance Report (NGR).

Specifically, NGRs seek to:

a) Provide credible, up-to-date and reliable data on governance
issues for both national, regional, continental and
international stakeholders;
b) Promote citizens centred governance as strategy of
strengthening democracy, accountability and inclusiveness;
c) Assist in identifying new trends in governance both at the
national, county and continental level;
d) Provide the basis for measuring progress or regress in
governance;
e) Enable the formulation of realistic and actionable
recommendations for the improvement of governance;
f) Enable the identification of best practices that could be shared
among AU Member States, and devolved structures among
many others; and
g) Engage all government stakeholders in generating data and
conducting self-assessment.

Kenya’s Context

Since independence, successive regimes have strived to deliver welfare to the citizens, with each regime committing to various local, national and global development initiatives, with varied outcomes. Currently, Kenya Vision 2030 is one such commitment. It was launched in 2008. It is a long-term strategy for the attainment of a ‘newly industrializing, middle-income country providing a high quality of life to all its citizens by 2030 in a clean and secure environment.’

Bomet to be Reviewed under CPRM https://nepadaprmkenya.go.ke/bomet-to-be-reviewed-under-cprm/ https://nepadaprmkenya.go.ke/bomet-to-be-reviewed-under-cprm/#respond Wed, 16 Sep 2020 14:57:50 +0000 http://www.nepadkenya.org/?p=2486 Gov. Hillary Barchok (fourth from right) shows a copy of Kenya’s 2nd APRM Country Review Report after receiving it from Mr. Michael Kisilu (third right). Looking on are staff from the Secretariat.

16th September, 2020

Bomet County Governor Hillary Barchok has committed to have Bomet County be reviewed under the County Peer Review Mechanism.

The Governor, while meeting a team from NEPAD/APRM Kenya Secretariat in his offices today, has committed to the review mechanism citing inconsistencies in reviews done by other independent agencies.

“There is lack of balance in reviews done to counties by independent agencies thus making it confusing for counties to know where they truly are,” he said.

“Such independent reviews don’t offer the platform for counties to learn from each other,” he added.

County Peer Review Mechanism (CPRM) is a voluntary governance “self-assessment” by Kenyan counties to share experiences, reinforce best practices, identify deficiencies, and assess capacity building needs to foster policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated county economic integration.

The mechanism was developed by the Secretariat in collaboration with numerous state agencies. It borrows from the African Peer Review Mechanism (APRM) which is a continental review mechanism for Heads of State and Governments.

Kenya was first reviewed under the mechanism in 2006 under the leadership of former president H.E. Mwai Kibaki. In 2017, Kenya was the first country in Africa to be reviewed the second time under the leadership of H.E. President Uhuru Kenyatta.

Dissemination Kenya’s 2nd APRM Country Review Report : Narok and Kwale Counties https://nepadaprmkenya.go.ke/dissemination-kenyas-2nd-aprm-country-review-report-narok-and-kwale-counties/ https://nepadaprmkenya.go.ke/dissemination-kenyas-2nd-aprm-country-review-report-narok-and-kwale-counties/#respond Tue, 15 Sep 2020 08:22:14 +0000 http://www.nepadkenya.org/?p=2481 NEPAD/APRM Kenya Secretariat has embarked on the second phase of the dissemination of the country’s second APRM Country Review Report.

This phase of the dissemination exercise targets to cover 16 counties among them Bomet, Laikipia, Murang’a, Samburu, Tana River, Makueni, Embu, Homa Bay, Kisumu, Vihiga, Elgeyo Marakwet, Transnzoia and Baringo.

Two teams from the Secretariat visited Kwale and Narok Counties on 14th September 2020 and they were led by NGC Members Hon. Elias Mbau and Mr. Michael Kisilu respectively.

Dissemination of the Country Review Report is the last stage of the African Peer Review Mechanism (APRM) process. APRM process is an important framework for good governance in Africa aimed at championing transformative leadership through the sharing of experience amongst member countries.

In Kwale county, the team was received by the Deputy County Commissioner Mr. Alexander Mativo, who ushered them into H. E Governor Salim Mvurya’s office for a courtesy call. The governor shared the success stories of Kwale County which has been enabled by devolution.

In Narok County, the team was received by the County Commissioner Mr. Evans Achoki before meeting the county leadership and lastly engaging the public, non-state actors and officials from both levels of government on the report at Maasai Mara University amphitheater.

The Report

Kenya is the first country to submit voluntarily to a second comprehensive governance review. Kenya was first reviewed in 2006 under the leadership of the former president H.E. Mwai Kibaki.

In the second review, Kenya has been commended for various developments, key among them being the promulgation of the Kenya Constitution, 2010 that ushered in the devolved system of government.

Despite the achievements, the report highlights areas that the country needs to improve on including persistent corruption, gender imbalance, insecurity and terrorism.

Peer Reviews

The Secretariat in collaboration with numerous state agencies has established a County Peer Review Mechanism (CPRM) as a way of cascading the APRM and governance principles to the counties and ensuring implementation of the National Program of Action.

CPRM is a voluntary governance “self-assessment” by Kenyan counties to share experiences, reinforce best practices, identify deficiencies, and assess capacity building needs to foster policies, standards and practices that lead to political stability, high economic growth, sustainable development and accelerated county economic integration.

Both Kwale and Narok counties have committed to be reviewed once the CPRM is rolled out because it will give an accurate account of the progress made by the counties since the start of devolution. CPRM also offers a unique platform for mutual learning for the counties.

Narok County commissioner Evans Achoki further called for peer review and mutual learning among government institutions.
