Good Governance for enhanced Service Delivery Perfomance

The County Peer Review Mechanism is a voluntary self-assessment and peer-review program designed to enable counties to learn from each other, strengthen their governance systems and achieve common development goals. It allows counties to monitor the adoption and implementation of policies and practices aimed at ensuring political stability, fostering high economic growth, and promoting accelerated regional cooperation and integration.

Objectives Of The County Peer Review Mechanism

  1. To promote County Governments’ compliance with Articles 174 & 175 of the Constitution on Objects and Principles of Devolved Government.
  2. To enable County Governments to comply with key Constitutional Principles.
  3. To comply with CoG’s (Council of Governor’s) own resolution 32 of 4th Devolution Conference of 2017 on the adoption of peer reviews.
  4. To promote linkage between Vision 2030 and county governments’ development agenda.
  5. To promote county governments’ compliance with legal provisions on public finance management and governance.
  6. To promote public participation in governance.
  7. To provide a tool for tracking implementation of SDGs (Sustainable Development Goals) and Vision 2030, AU Agenda 2063 and CIDPs (County Integrated Development Plans) at the county level.

Role Of County And National Governments

National Level

The National Governments is a critical player in effectively executing the STYIP in the country. It is required to domesticate the Agenda by integrating the Agenda’s priorities into their National and Sectoral Plans. In this regard, the National Government is required to make dedicated efforts to support awareness-creation, domestication and implementation of the STYIP at National level. Additionally it should ensure National development initiatives align with the continental framework. Its key responsibilities include:

  • Integrating the STYIP of Agenda 2063 into their national- and sub-national
  • level medium-term plans, budgets and statistics.
  • Coordinating the resource mobilisation process and allocation efforts.
  • Coordinating partners – the private sector, civil society organisations, religious
  • entities, the United Nations in integrating the STYIP into their medium-term
  • plans, budgets and indicators.
  • Responsible for implementing and reporting of Agenda 2063 STYIP at country-level

County Level

The County Governments are critical players in effectively executing the STYIP at country level. They are important entry-points for strongly embedding resilience across all the Moonshots of STYIP. In this regard, County Governments are required to make dedicated efforts to support awareness-raising, domestication and implementation of the STYIP at County and lower units up to the community-levels. County Governments are required to support domestication of Agenda 2063. Their Key responsibilities include:

  • Integrating the STYIP into their County Integrated Development Plans and budgets.
  • Coordinating resource mobilisation processes and allocation efforts.
  • Coordinating partners – the private sector, civil society organisations, religious entities,
  • the UN in integrating the STYIP into their medium-term plans, budgets and indicators).
  • Taking responsibility for implementing and reporting of the STYIP at County-level.
