NEPAD/APRM Kenya Secretariat

A Unified Administrative Structure at the National Level

NEPAD/APRM Kenya Secretariat is a Semi-Autonomous Government Agency under The National Treasury and Planning. The Secretariat was established through a Presidential Executive order Gazette Notice No. 6225 of 2002 and was further reconstituted in June 2016, merging the NEPAD National Steering Committee and the Africa Peer Review Mechanism (APRM) National Governing Council into one body, NEPAD/APRM Kenya Governing Council. The Secretariat is headed by a Chief Executive Officer appointed by the Cabinet Secretary in charge of the State Department for Planning. At the continental level, NEPAD and APRM are two separate entities.

The NEPAD/APRM Kenya Secretariat has a unified administrative structure at the national level and is responsible for coordinating the AU programmes and projects through the Ministries, Counties, Departments, Agencies (MCDAs), Development Partners, and other stakeholders.

REGIONAL

The NEPAD Kenya Secretariat is tasked to;

Serve as an operational coordinating secretariat for the implementation of NEPAD priority programs and the African Peer Review Mechanisms

At this national level, the Secretariat works to facilitate the implementation of programs in 6 thematic areas namely:
Agriculture and Food Security.
Climate Change and National Resource Management.
Regional Integration and Infrastructure.
Human Development.
Economic and Corporate Governance.
Crosscutting Issues, including Gender, Capacity Development and ICT.

Coordinate NEPAD activities in Eastern Africa.

As a regional coordinator, the NEPAD Kenya Secretariat is mandated to:
Convene regular meetings of the NEPAD representatives to harmonize NEPAD strategies;
Facilitate regular and frequent information sharing among participating countries and RECs;
Organizing regional forums to bring together key stakeholders around various NEPAD themes;
Coordination with the NEPAD Secretariat in South Africa.

REGIONAL
The NEPAD/APRM Kenya Secretariats mandate is to:
  1. Promote Kenya's effective participation in the activities of the New Partnership for African Development (NEPAD) and the domestication of the African Union (AU) Mission, Core Principles and Values.
  2. Provide leadership, guidance, and direction to the implementation of the Africa Peer Review Mechanism (APRM) in Kenya.
  3. Sustain the integrity of the APRM process, keeping it transparent, inclusive and accountable to the citizens of Kenya.
  4. Transmit the APRM review/progress reports to the APR Panel of Eminent Persons, the Head of State, and any other relevant national and African Union organs as specified by the APRM rules.
  5. Monitor and report on the progress in the implementation of the APRM National.Programme of Action.
  6. Provide policy guidance in cascading the APRM as a governance tool to the Counties.
  7. Serve as the Regional NEPAD/APRM Kenya Secretariat coordinator for the Eastern African.countries as selected.
  8. Co-ordination of NEPAD activities in the Eastern African Region; and liaison with the Continental NEPAD secretariat office with a view of incorporating and promoting Kenya's and Eastern African region interests in NEPAD.
  9. Design, develop and implement necessary measures to identify and address governance issues affecting Kenya's performance in national, regional and global governance surveys and indices.
  10. Provide guidance for structured engagement with local and international agencies undertaking and disseminating reviews on Kenya's governance to ensure accuracy of facts and fidelity to best practices on objective reporting.

In addition, the Secretariat performs the following functions:

Coordinate institutionalization and management of South-South and Triangular Cooperation;

Coordinate implementation of the Open Governance Platform (OGP) in the government.

Coordinate the alignment of policies and plans to AU Agenda 2063.

Development and implement a strategy on NAKS contribution to the 15 billion tree growing campaign.
